Sir,

In continuation of my confidential

despatch of 14th January, 1927, I have the honour to

enclose a copy of the Macao Opium Return for February,

1927. Attention is invited to the imports of Persian

opium.

I also enclose copies of two minutes by

the Superintendent of Imports and Exports on the

movements of the Japanese S.S. "Kumamoto Maru". It will

be clear from the second of these that the trip to

Paraguay was entirely fictitious being designed to cover

awkward shortages of Persian opium and that the vessel

in question was really chartered for the purpose of a

direct voyage to Bushire for further supplies.
